MARC CLÉMENT

Marc Clément is administrative judge at Administrative Court of Appeal of Lyon (France). He was, from 2006 to 2012, lawyer at the Directorate General Environment of the European Commission in charge of infringements. He was from 2004 to 2006, legal adviser of the European Environment Agency (Copenhagen). He was previously judge at the Administrative Court of Lyon and started his carreer as researcher for private companies (Lyonnaise des Eaux, EDF).

His recent publications include articles in French newspapers related to the European Union, Libération (« La présidence tricéphale de l’Union – 30 June 2008) or Le Monde (LeMonde.fr « Gouvernement des juges ? non démocratie » - 14 May 2010, « Roms, pourquoi l’Europe s’inquiète ? » 8 September 2010, « Règle d’or : le juge et les sirènes des déficits » 2 September 2011).

He published recently in Esprit (« Europe, comment lutter contre le dumping social ?  February 2008, « Social Europe : a long march.» January 2009, english version on www.eurozine.com). , in Revue de l'Union européenne ("Pax europeana, la romanité de l'Europe par le droit", December 2011) and in Revue européenne du Droit de la Consommation (« •Arrêt Monsanto: Du principe de précaution au risque manifeste », March 2012).

He published in 2010 « Environment European Law» Editions Larcier (second edition published in October 2012).

He is a Member of the working group “Environment” of the Association of European Administrative Judges (www.aeaj.org), Coordinator of the Environmental Group of the Société de Législation Comparée (www.legiscompare.fr) and Founding Member and Member of the Council of the European Law Institute (www.europeanlawinstitute.eu). He is member of experts groups of the European Commission in the domains of Access to Justice and Training of Judges in Environment.
